Madagascar’s excluded political mouvances win SADC victory
The SADC Extraordinary Summit on Madagascar handed the country’s three major political “mouvances” a significant victory last night – with a decree that SADC find an “all-inclusive” political settlement to the crisis which has gripped the country since President Marc Ravalomanana was ousted in a coup d’etat just over two years ago.
Also significant in the SADC communiqué issued after the meeting, is the apparent exclusion from the negotiation process of SADC mediator, Dr Leonardo Simao, who has been criticised for apparent bias towards the illegal regime in the country.
SADC called for “an all-inclusive process” towards “finding a lasting solution of the challenges facing the country” – widely interpreted to mean that it has to include all of the major political actors.
SADC “mandated the SADC chairperson, chairperson of the SADC organ on Politics Defence and Security Cooperation and SADC mediator on Madagascar” to, “as soon as possible, convene a meeting with all Malagasy stakeholders to be held at SADC headquarters in Gabarone, Botswana”.
This means that the meeting will be co-ordinated by President Rupiah Banda of Zambia, President Jacob Zuma of South Africa and former President Joachim Chissano, the SADC mediator.
Dr Simao’s name was notably absent when SADC thanked former Mozambican President Chissano for his continuing efforts to bring peace to the country.
There has been widespread criticism of Dr Simao and his alleged bias has been called into question by the major Malagasy political actors, who will see his apparent exclusion as a victory.
